Abstract

Bellingham, two hours north of Seattle, has seen its ELL student population mushroom in recent years. Six years ago, Andrea Quigley spent most of her time working with 50 students at one school. Now she works with students at two schools and trains classroom teachers across the district to work with ELL students.
