Abstract

As districts and schools proceed with the transition to new standards, the decision to focus on building capacity (“know how”) rather than relying on incentives and accountability (“have to”) suggests a very different investment agenda and implementation approach. The findings and recommendations of this NCLE report outline a capacity-building approach to helping all students achieve the high literacy skills needed for 21st century success.
